BILL TO LIMIT DOWNWARD SENTENCING BY JUDGES
HEADED TO GOVERNOR
Rep. Patton: Legislation will make sure those convicted of serious sexual violence go to prison
May, 7, 2008 Topeka – The Kansas House of Representatives voted 122-1 on House Bill 2707 that strengthens the state’s sentencing guidelines by limiting downward sentencing by judges.
“The current guidelines allow criminals to walk the street, and to prey on the poor, the weak, the innocent and the elderly,” Rep. Joe Patton (R-Topeka), sponsor of the legislation, said. “This change in our sentencing guidelines will ensure those convicted of serious sexual violence crimes go to prison. This is a clear victory for justice and public safety.”
Patton also said under the current law multiple convictions do not usually result in prison time. Under this bill a person who is convicted of felony theft four or times will spend time in prison.
The Topeka representative held a series of public meetings about the state’s sentencing guidelines in connection with Safe Streets of Topeka-Shawnee County and the group’s efforts to make the capital city a safer place to live. Patton is a member of Safe Streets’ government committee.
“I made a promise to my constituents that I would work to make our streets safer. With HB 2707, we’ve done that,” Patton said.
The bill already cleared the Kansas Senate and is now headed to the Governor’s desk for her consideration.
Rep. Patton serves on the Health and Human Services, and Judiciary committees as well as the Joint Committee on Administrative Rules and Regulations. He represents the 54th district which includes south-central Topeka and Shawnee County, including Auburn.
